INTERMODAL iintegration carried out by Governor Anies started from structuring infrastructure in a number of commuter line train station areas and busway stops that were made comfortable and friendly for people with disabilities, revitalizing pedestrian bridges (JPO), to the construction of multipurpose pedestrian bridges (JPM).
The sidewalk arrangement is also a part of this program. In addition to infrastructure arrangement, the integrated transportation system also arranges the ticketing system. The collaboration between transportation companies belonging to the DKI Jakarta Provincial Government, namely PT MRT Jakarta, PT Transjakarta, PT Jakarta Propertindo (Jakpro), and PT MITJ, formed a joint venture company in the payment system sector, namely PT Jak Lingko Indonesia.
Governor Anies’ innovation in integrating this mode of transportation has brought DKI Jakarta to be appreciated by the international community, thus winning the 2021 Sustainable Transport Award (STA). Jakarta is the first city in Southeast Asia to win this prestigious award.
Saifullah, 54, the driver of the Jak-08 Mikrotrans which serves the Tanah Abang-Benhil route, admitted that his income has increased compared to before the angkot he was driving was integrated with Mikrotrans. The existence of Mikrotrans is one part of DKI Jakarta Governor Anies Baswedan’s efforts to integrate public transportation.
The decision of the Governor of DKI Jakarta Anies Baswedan to switch this transportation system in Jakarta from regular city transportation (Angkot) to Mikrotrans in Jakarta brings its own blessings for drivers. Mikrotrans has not only reduced congestion, air pollution and made it easier for passengers to move around, but Mikrotrans has also succeeded in improving the welfare of its drivers.
DKI Jakarta Governor Anies Baswedan explained behind the use of the name Jak Lingko which is now used in the capital city. From that name, he introduced a transportation model that was integrated in one interconnected network.
JakLingko is a transportation system that is under construction in Jakarta. Uniquely, it turns out that the word Lingko is taken from a regional language in Indonesia.

Finally, he said, native Indonesians and foreigners who came to Indonesia could understand the word together.
He said, Lingko described the process of network sharing as the meaning of the transportation model in Jakarta. Therefore, the name Jak Lingko or Jakarta Lingko was chosen.

“So we propose to the language agency. Adopted (to Indonesian). Enter the word Lingko in (KBBI) there. That (meaning) networking,” he explained.

Anies Baswedan said that currently DKI Jakarta is committed to using words that are in the archipelago. Including the name of the transportation system.
More prosperous

“Our salaries are from the government, all from the government, we just work, everything is financed by the regional government,” Saifullah told KBA News at the Tanah Abang Mikrotrans terminal, Central Jakarta on Thursday, January 13, 2022.
Said Saifullah, the salary system for Mikrotrans drivers is not monthly but daily, but what the drivers are chasing is not passengers but kilometers. “The salary is not monthly, only per day or daily, it is calculated as a day’s income, so if we don’t work, we don’t get a salary,” he said.
Regarding the nominal salary per day, Saifullah admitted that it was very large from his income when he was still on regular angkot. That’s why the welfare level of Microtrans drivers is better.
“That day is 180 KM, so if it’s 6 pm in the morning 6, the calculation is that one day’s salary is Rp. 148 thousand. Alhamdulillah, so far we have been prosperous, that’s all, sir, we are already prosperous with Jak Lingko,” he explained.
When asked about the ratio of income and obligations between regular angkot and Mikrotrans, Saifullah ensured that Mikrotrans was very good because the drivers were not required to get a lot of passengers, were not reckless, very orderly and the routes were regulated by Jaklingko.
“It’s better for Jak Lingko, we don’t have to bother pulling, we follow the rules, so it’s orderly, there’s no recklessness and the driver doesn’t feel burdened,” he explained.
“Whether or not there are passengers, we still get paid, but we have to follow the rules, if there is a place to stop, we have to stop, just according to the SPM,” he concluded.
All making profit
The transition of public transportation from city transportation (Angkot beroperator) to Microtrans which is managed by PT Jak Lingko Indonesia (Jak Lingko) is considered very appropriate. The reason is that these angkots receive special attention from the DKI Jakarta Government, especially regarding the maintenance of public transportation and the welfare of drivers.
One of the social media activists @Randhilicious admitted that he uses Mikrotrans every day. All Mikrotrans currently use air conditioning (AC).
“I took the Mikrotrans (Jak Lingko public transportation) JAK-10A… The one on the body has the code “LSG”, that’s a fleet of cars since the middle of 2019, when Mr. Anies first introduced the air-conditioned Angkot project. In line with @Randhilicious, another twitter user, @Nino, admitted that the shift from operator angkot to Mikrotrans (Jaklingko) is very appropriate, because the concept launched by the DKI Jakarta Provincial Government benefits all parties, especially angkot operators because the maintenance costs are borne by the government.

Drivers’ salary and vehicle maintenance born by JakLingko
One of the success key in this undertaking in the established cooperation system where all obligations such as salaries and car maintenance are borne by JakLingko through a subsidy mechanism to car owners or operators.
The presence of JakLingko not only eases the burden on drivers and operators, but also eases the burden on passengers who use Mikrotrans, where up to now, zero rupiah is still valid for passengers who have a JakLingko card.

Ega said, the operational system of Mikrotrans is very different from regular angkot. Mikrotrans does not stop waiting for passengers freely, but will pick up and drop passengers at a special place.
“We also have space for stopping passengers, so we don’t go up haphazardly. If there are no (passengers boarding) the car will continue to run,” said Ega.
Regarding the Microtrans payment system, Ega explained that the existing system at JakLingko is different from the payment system on Busway and Train, but basically all use cards. In addition, Mikrotrans passengers must use a JakLingko card and the payment is still zero rupiah.
“In this case, we still have one card, one customer, only zero rupiah, different from the busway card. If he has a busway card, he pays here and from here it’s still zero rupiah, he doesn’t know the fee,” he explained.
“If the busway is a flash from the vendors, there are e-Money and BCA. If we only get JakLingko vendors, yes, such as from BNI, DKI, Mandiri and BRI, so you can still get zero rupiah if you use Mikrotrans,” he continued.
Ega continued, the remuneration for Mikrotrans drivers is fully paid by the operator through a subsidy provided by JakLingko.
Mikrotrans, which is under the auspices of JakLingko, has spread throughout the Jakarta area. The existence of Microtrans is one part of DKI Jakarta Governor Anies Baswedan’s efforts to integrate public transportation.
One of the goals is to reduce congestion, air pollution, and make it easier for people to travel, because this Mkrotrans has been integrated into every train station, KRL and busway stops in Jakarta.
Palembang adopts JakLingko
In recent years, residents of DKI Jakarta have been able to enjoy various integrated public transportation networks that are effective, comfortable, and safe. Public transportation to the latest facilities, such as the Jakarta Light Rail Transit (LRT) and Mass Rapid Transit (MRT), are now the mainstay of the citizens of the capital city.
JakLingko, an integrated transportation service system, is the key to the success of this innovation.
JakLingko, also integrates the tariff system (ticketing) and infrastructure with PT KCI and Railink, which is owned by PT KAI. One example of this integration can be seen in the Dukuh Atas area, where four modes of public transportation are conveniently connected through the pedestrianization of Jalan Kendal and wide sidewalks, which are also Instagram-able.
Governor Anies’ success story in integrating public transportation modes in Jakarta seems to have made a number of regions interested in studying and adopting it. For example, the city of Palembang, South Sumatra.
According to the Secretary of the Palembang City Transportation Service, Agus Supriyanto, transportation integration is needed because Palembang already has complete modes of transportation, both on land and on rivers.

Since it was first built in 2018 in order to welcome the Asian sporting event, the Asian Games, at Jakabaring Sport City (JSC), the Palembang LRT is still not much in demand by passengers. Data from the Light Railroad Management Agency (BPKAR), the average load factor or number of passengers until May 2021 is still below 10 percent.
Optimizing public transportation by integrating various modes as implemented in Jakarta is expected to increase the interest of the people of Palembang to use existing transportation facilities, such as Bus Rapid Transit (BRT) to Teman Bus to be integrated with Palembang LRT.
Recommended by central government
The Palembang City plan to implement an integrated Jak Lingko transportation system has the support of the Central Government. In fact, the Ministry of Transportation (Kemenhub RI) also recommends that the integration includes a tariff system (ticketing).
The Head of the PTPP Center for Intermodal Research and Development of the Ministry of Transportation, Sugiyanto, explained that a number of recommendations related to the transportation system would later be submitted to the Palembang City Government for follow-up.

The integrated intermodal tariff system, which is planned to be implemented by JakLingko Jakarta, March 2022, is considered to have the same enthusiasm to be applied in the city of Palembang to provide convenience in public services using public transportation.
“The integration of the existing transportation system supports each other, so it does not stand alone. JakLingko has succeeded in achieving that, from TransJakarta, Komuter, MRT, to LRT, they can all become one so that it is easier for the community,” Sugiyanto added.
Competition with regular service
The friction in question is when passengers want to take Mikrotrans, regular angkot drivers often claim that the passenger belongs to them.
The presence of the Mikrotrans city transportation on the streets of Jakarta presents a new color for public transportation modes. Mikrotrans which is under the auspices of PT. JakLingko is equipped with good facilities, such as cars must be air-conditioned, cars must be maintained, special routes, do not drop and raise passengers carelessly until the driver’s wages are paid by the DKI Jakarta Provincial Government.
In addition, the presence of Mikrotrans, which was initiated by the Governor of DKI Jakarta Anies Baswedan, benefits car owners (operators), and especially improves the welfare of the drivers. Drivers are also not required to get a lot of passengers, but only meet the kilometer target each way.
Mikrotrans Line Controller, Ega said that so far the only problem that Mikrotrans still faces is the small friction with regular angkot that do not want to join PT. JakLingko. The friction that Ega means is that when passengers want to take Mikrotrans, regular angkot drivers often claim that the passenger belongs to them.
“At most, we often still have friction with regular public transportation, so for example, passengers who want to take Mikrotrans, there are regulars who say they are passengers,” said Ega to KBA News in Jakarta, Tuesday, January 18, 2022.
In fact, said Ega, the payment system between Mikrotrans and regular public transportation is different. Mikrotrans payments cannot be used on a regular basis and on the other hand the regular payment system cannot be used on Mikrotrans.
“As for transportation, the payment is by card, just the passenger, he wants to pay by card. Meanwhile, they (regular angkot) pay with cash,” he explained.
Ega said, PT. JakLingko itself has invited regular angkot owners to join Mikrotrans, but so far they have not accepted the invitation.
Regarding the Mikrotrans route at the Tanah Abang terminal, Central Jakarta, 10 routes are met, namely Tanah Abang-Roxi, Tanah Abang-Benhil, Tanah Abang-Kebayoran Lama, Tanah Abang-Meruya, Tanah Abang-Kota, Tanah Abang-Gondangdia, Tanah Abang-Blok M, Tanah Abang-Kampung Melayu, Tanah Aban-Batu Sari and Tanah Abang-Pondok Cabe.
“Our Tanah Abang has ten routes, there are Tanah Abang-Kota, Tanah Abang-Rubber, Tanah Abang-Roxi, Tanah Abang-Benhil, Kebayoran Lama, Meruya, Gondangdia, and other routes,” concluded Ega.
